Teachers Suggest Changes to Varsities Law
Karachi : 10 September : The Federation of All Pakistan Universities Academic Staff Association (Fapuasa), Sindh chapter, has proposed revision to the Sindh Universities Laws (Amendment) Act, 2013.

The draft of recommendations was unanimously approved by the association at a meeting held at the Mehran University of Engineering and Technology.

The association in the draft recommends that the preamble sentence in the Sindh Universities Laws (Amendment) Act 2013 should be replaced with the following sentences (which are adapted from the University of Peshawar Act 2011): “whereas is expedient to reconstitute and reorganize the public sector Universities and degree awarding institutes in the Province of Sindh for the purpose of enhancing their necessary autonomy and further raising their standards of teaching, training and research; and whereas it is necessary to further improve their governance and management by ensuring accountability, transparency and giving due representation to all stakeholders in decision making.”

The members observed that there was a serious flaw in the act as it left the terms and conditions of vice chancellor’s and pro-vice chancellor’s appointment to be determined by the chancellor/governor and suggested that the government needed to adapt clauses from the Punjab Public Sector Universities (Amendment) Act 2012 in this regard.

They also recommended that the government must keep the powers to appoint registrar, controller of examinations, bursar, chief accountant and resident auditor with the university syndicate.

“The Fapuasa Sindh chapter believes that the existing composition of the university syndicate in which only one pro-vice chancellor (main campus) is the ex-officio member of syndicate is quite balanced in terms of proportion of elected and nominated members. Therefore, various clauses in the act which allow multiple PVCs to be the members of syndicate should be done away with in the spirit of balanced representation of all the stakeholders,” they said in a press release.

The members agreed that it was the prerogative of the academic council to devise the admissions policy. However, they said, the government could set guidelines through provincial HEC for all the universities which could be adapted through relevant academic councils.

The members also recommended that the necessary clauses be added to the Sindh Universities Laws (Amendment) Act 2013 regarding delegation of powers of issuing the NOC to the vice chancellors for participation in academic events abroad.

They also called for clauses in the act under which vice chancellors could report the performance of their institutions to the government.Dawn.
