Dadu: The School Management Committee fund advanced by the Asian Development Bank for purchasing furniture and carrying out repair of schools has either been misused or unused in the district since 2005 to 2008, according to a survey report.

The survey carried out by Johi Organisation for Rural Development and Natural Disaster in January, an NGO, disclosed that 300 primary schools out of 2,134 were non-functional and 50,000 children were out of schools in the district.

The report said that majority of school teachers evade their duties after paying bribe to educational officers and majority of SMC teachers were appointed illegally under the pretext of opening closed schools on the recommendation of political persons.

About 100 primary girls' and boys' schools were non-functional in Kachho belt and 200 in Dadu, Mehar and Kahirpur Nathan Shah talukas of district and some 50,000 children were out of schools due to poverty and other reasons, the report said.

The bathrooms in 90 per cent schools remained filthy and unhygienic. In the remote areas of Kachho, feudal lords were using school buildings as their Autaqs and store rooms for keeping chaff and hay and round 20 per cent boys of 7 to 15 years of age were found engaged in child labour, the report said.

Khadim Hussain Soomro, coordinator of the survey, said that private schools' fees were relatively high in the district and claimed that 70 per cent people lived below poverty line in Johi taluka because they had no source of income.

EDO of education Sajan Mallah said that he found 200 teachers absent when he paid surprise visits to girls and boys primary schools in the district. The salaries were stopped and warning letters issued to the teachers who were not attending to duties at concerned schools, he said.

He said that 50 school buildings had been constructed in sparsely populated areas of Kachho and two primary schools in Chandio village near Sita Road town were non-functional because of a running tribal war between two groups of Chandios. Dawn
