Applications are incited for the following positions for Medium Term Vegetarian Framework (MTBF) Cell in Finance Department, Government of the Punjab from eligible candidates having experience in the relevant field. The recruitment will be purely on contract basis. Market based salaries will be offered to the successful candidates. Detailed terms of reference (TORs) are as follows.
Head of MTBF Cell (01)
Master Degree or equlvalent in Finance/Accounting/Economics with more than 5 years post qualification in Finance & Accounting experience
Gain an understanding and review the financial management arrangements (Including Planning and budgeting) at the MTBF Department:
Monitoring, gulding and building capacity of finance and accounting staff of MTBF Cell & Finance Department in preparation of budget on multiyear format;
Act as ilalson between FD, P&D and MTBF Cell on matters related to Implementing Medium Term Budgetary Framework;
Lialse with Consultants deployed to suppot Gopb in implementing MTBF;
Provide support for deployment of automated solutions for budget analysis at FD, P&DD and MTBF Department
Ensure provlsion of technical assistance to line departments,
The following additional skills would be beneficial for this posotion:-
Knowledge of methods used to complle, analyze and interpret bugets and financial date.
Knowledge of accounting policy, principles and procedures.
Ablilty to prepare interpretive reports based on the analysis of various financial data.
Financial Analyst (02)
Master degree in Finance with more than 3 years relevant experience.
While working closely with concrned Budget Officers in FD analyxe the MTBF budget requests recelved from MTBF Cell;
Dissemination of MTBF concepts. princeples and practices across Gopb;
Conduct technical studies and analysis as and when required by the MTBF Cell;
Work closely with Resources and Budget wing in determining budget cellings for the MTBF Department(s).
Provide support in terms of financial information and expertise required.
Assistant Financial Analyst (02)
Fresh graduates with relevent qualification.
Provide assistance in preparation and refinement of MTBF Budget Call Circular and Guidelines in Gopb;
Assist in developing & refining strategy in Gopb for implementetion of MTBF;
provision of assistance to stakeholders in overcoming
emerging issues and challenges during budget review and negotiation process;
Conditions
Prodiciency in computer usage is mandatory requirement for all the positions.
