VCS Told to Prepare Security Plan
Lahore, Sept 28: The Punjab Higher Education Department has directed all public sector universities’ vice chancellors to prepare “public sector university premises security and protection plan” in the wake of recent arrest of some suspected criminals and terrorists from public sector universities.
The department stated that students of banned religio-political organisations and their student wings were reportedly harnessing criminals/ terrorists involved in criminal activities.
Early this month, a couple of “militants” were picked by intelligence agencies from a Punjab University hostel and other areas in the city, and it has become a matter of concern for students, their parents as well as university administration.
PU Hall Council acting chairman Prof Dr Makshoof Ali Athar said “outsiders” had vacated the university hostels as no illegal resident was found during late night checking last week. He said the university would now install CCTV cameras in hostels as well as at major entry points in hostel areas.
Prof Athar regretted that timely support of police was not available that allowed time for illegal residents to slip away before police arrival.
Government College University Vice-Chancellor Prof Dr Khaleequr Rehman said the varsity hostels were model in terms of keeping outsiders away. He said the varsity had already installed CCTV cameras that were linked to web. He said that he himself used to visit hostels occasionally to ensure that there should be no disturbance. He said the university had also established a central parking area for students.
Prof Rehman said the university had furnished a report to the department stating that its hostels were a model and were open to any security check/examination.
In a letter addressed to all VCs of public sector universities, the higher education department directed that all universities should prepare security plans with the scope to stop all illegal, criminal and terrorist-related activities in universities’ premises and ensure the protection of life and properties of all students and faculty members.

The department directed that the universities should revisit their existing SOPs of entry and exit in hostels, verification of antecedents of boarders, roll call of students, installation of CCTV cameras. It said the plan should have a regular system for monitoring and curbing illegal stay of unauthorised persons in the university premises. The department also asked the VCs to prepare the security plans in consultation with the local police authorities and present it before their syndicates for formal approval.

The department also asked the VCs to direct all officials concerned to control and curb the illegal stay of unauthorised people in hostel rooms in future and tighten the security. It said that all hostel wardens and superintendents should be directed to furnish certificates on a monthly basis to the effect that no criminal and unauthorized persons were staying in respective hostels. It also suggested that the VC should take action against officers and officials concerned who were involved in encouraging the illegal stay of unauthorised persons in hostels.In future, the higher education department said that an agenda regarding controlling the illegal stay of unauthorised people in university hostels and security matters be presented before the syndicates on a regular basis.Dawn.
