Rawalpindi:Justice Asad Munir of the Lahore High Court (LHC), Rawalpindi Bench, has issued notices to the officials of Anti-Corruption Establishment (ACE), Punjab, directing them to produce relevant record in the matter of assistant registrar of Pakistan Medical and Dental Council (PMDC) arrested in a case of allegedly providing fake provisional certificates to two brothers holding bogus MBBS degrees.
Muhammad Bashir a BPS-17 PMDC official has been seeking post arrest bail from the LHC here on Monday. The PMDC assistant registrar through his lawyer Malik Qamar Afzal has maintained that the special judge anti-corruption court could not consider certain facts in the case while rejecting his bail plea.

Appellant stated before the court that the departmental inquiry and Federal Investigation Agency (FIA) investigation into the alleged disappearance of the record of the issuance of provisional eligibility certificates to Syed Salahuddin and Syed Naseerud Din had absolved him from the charges.

It is to mention here that Syed Salahuddin and Syed Naseerud Din were later arrested in a case of appointment of doctors with fake degrees in District Headquarter Hospital Rawalpindi. The assistant registrar PMDC told the court that the two above said men had applied for the eligibility certificates necessary to take the National Examination Board (NEB) exams, a pre-requisite for foreign qualified doctors to get registered with PMDC as medical practitioners. But the appellant Muhammad Bashir did not entertain their applications and rather his predecessor initiated the process of giving the certificates and was responsible for disappearance of the relevant record.

He has prayed before the court for the grant of post arrest bail saying he was falsely arrested on June 14 in connection with the case registered on October 2009 with ACE Rawalpindi on the statement of his predecessor.

In another matter Justice Asad Munir of the LHC issued notices to the Quaid-e-Azam University to reply in a matter of withholding examination result of an M.Phil student.

Dr Roshan Perveen an M.Phil student in Hematology through her lawyer Barrister Afzal Hussain adopted before the court that she took admission in the above said subject in 2007 with Quaid-e-Azam Post Graduate Medical College. The said medical college is affiliated with QAU. During her studies, her mother-in-law seriously fell ill and later died. She herself suffered from some disease and she remained under treatment for some. During that period she gave an application for deferment of the course.

In 2009 she once again re-joined her studies but after she submitted her thesis in 2010 she was intimated by the university administration that she did not remain their student since July 1, 2009. Consequently the QAU administration withheld her result.

Her lawyer Barrister Afzal Hussain told the court that her client was issued a roll number slip in September 2009, she appeared in the exams in December 2009 and her thesis was also accepted than how come the university administration claimed that she was not a student since July 1, 2009. The court has directed the university to submit reply on June 30.The news
