KMU appeals to HEC not to disturb its jurisdiction
PESHAWAR:May 07: The administration of Khyber Pakhtunkhwa’s lone public sector medical university, Khyber Medical University (KUM), has appealed to the provincial Higher Education Department and Higher Education Commission (HEC) not to disturb the territorial and technical jurisdiction of the university in the province and Federally Administered Tribal Areas (Fata).

In this connection, the KMU administration has written a letter to the KP Higher Education Department and the HEC. The letter explained it would negatively impact the standard of education in medical and dental colleges of the province, particularly in the private sector, if territorial and technical jurisdiction of the KMU was contained.

A senior member of KMU told The News that some influential owners of private medical colleges were conniving to get rid of the high academic standards set by the KMU.“In fact, they are trying to establish parallel medical universities in private sector to suit their interests,” the official explained.

The KMU administration, in the letter, highlighted that section (4) of KP Universities Act (2012) clearly dealt with the territorial and technical jurisdiction of the universities in the province.

The letter explained that KMU was entrusted to maintain the uniform standards in the specialised fields of medical, dental, nursing and allied health sciences in the province as well as in Fata.

Regarding the territorial and technical jurisdiction of the university, the previous KMU Act section (5) and subsection-II underlined that “notwithstanding anything to the contrary contained in any other enactment for the time being in force, no college of medical and health sciences and postgraduate institutes in health sciences, within the territorial limits of the university shall, save with the consent of the university and sanction of the government, be associated in any way with or seek admission to the privileges of any other university.”

About affiliation, section 30 (b) of the KMU Act says, “All private medical and dental colleges and institutions of allied health sciences in the province whether affiliated with or constituent of any other university, examination board or a medical faculty, notwithstanding anything contained in any other law for the time being in force shall affiliate with the university through a process prescribed hereinafter.”

The letter argues that both section (5) and (30) of the previous Act of the KMU were maintained and saved by the provincial government, health department vide its notification No E & A/ (Health)/2-279/2012/Vol-V (ii) dated August 17, 2012.

The KMU was granted the technical jurisdiction to control or supervise the uniform curriculum and syllabus for various programmes offered by medical and dental colleges and allied health institutes, the official said.

In this regard, on the directives of chancellor (provincial governor) the vice-chancellors committee on technical jurisdiction of public sectors universities had held a meeting on June 20, 2009.

The members, including vice-chancellors of University of Engineering and Technology, Agriculture University, Kohat University of Science and Technology and University of Science and Technology Bannu, Abdul Wali Khan University Mardan and KMU had agreed to adhere to the technical jurisdiction of (medical, engineering and agriculture) universities.

The vice-chancellor of the KUST, in the meeting, had suggested the handover of KUST Institute of Medical Sciences to KMU.

It had also been agreed to shift affiliation of Women Medical College Abbottabad, and transfer affiliation of postgraduate programmes (MPhil / PhD) of Khyber Medical College, Khyber Girls Medical College and Khyber College of Dentistry to KMU.

Also, the institutions imparting education in the fields of allied health sciences such as programme of BSc Paramedics, PIPOS and Bachelor of Homeopathic System were transferred to the KMU on the same grounds.”The news.
