Context
On 8 October, 2005, Pakistan was rocked by an earthquake measuring 7.6 on the Richter scale. This earthquake has devastated, Azad Jammu and Kashmir and northern parts of the NWFP. The earthquake has affected more than 5 million people with more than 2.5 million in need of immediate relief support. The Federal and Provincial Governments, Donors, NGOs and UN System rushed relief assistance to the affected areas and relief efforts are still continuing.
To cope with this enormous task of rehabilitation and reconstruction in the disaster affected areas, the Government of Pakistan has established the Earthquake Reconstruction and Rehabilitation Authority (ERRA). In response to the request from the Government of Pakistan, UNDP is supporting ERRA in carrying out its mandate through programmatic and institutional capacity building and strengthen ERRA’s capacity in programme planning and implementation, through “Technical Assistance for Management of Earthquake Early Recovery” (TAMEER).
Terms of Reference
   1. Assist ERRA by providing strategic advice and guidance for fast tracking the construction process.
   2. Provide guidance to ERRA on development of engineering solutions for different geotechnical hazards and the selection of suitable types of technologies available.
   3. Provide guidance to ERRA on contract management, monitoring & evaluation and supervision of all type of construction technology options and ensuring conformity with ERRA’s guidelines.
   4. Assist ERRA’s senior management in developing SOPs for different assignments and their execution in the field for smooth execution of projects.
   5. Advise on design standards for recommended options and assist in developing capacities through on-job training to manage alternate technologies.
   6. To develop consensus among all stakeholders on alternate construction options and produce regular reports on these options.
   7. Undertake selective project appraisal in infrastructure, health, education, WATSAN, governance, power and telecommunication and produce project appraisal reports.
   8. To liaise with various donors in order to seek funds/TA for reconstruction and rehabilitation projects.

3. Profile
 
The candidate should have:
 

    * A post graduate degree in Civil Engineering, preferably in Structures from a foreign/HEC recognized university.
    * Minimum 12 years of relevant experience
    * Excellent report writing and communication skills, as evidenced by written material(s), in English and Urdu both.
    * Ability to function effectively in multi-disciplinary teams within a matrix management environment.
    * Proficiency in computer skills including MS Office.
    * Ability to perform under pressure and solve unforeseen problems.
    * Strong analytical skills.
