Emergency Enrolment Campaign
Okara : 07 September : Less than two per cent share of education in the budget allocated by the Punjab government cannot materialise the vision of Chief Minister Muhammad Shahbaz Sharif regarding 100 per cent admissions to schools at the primary level.
The teachers had been asked to make Universal Primary Education (UPE) which later was changed as Universal Secondary Education (USE) a success since April 13. After the summer vacation, both schemes were renamed as Emergency Enrolment Campaign (EEC) and male and female teachers were engaged in making it successful. The educational activities remained at a standstill in schools during the period.
The District Education Department had formed a two-teacher team to knock at the doors of people to convince them to send their children to schools. In several areas, 3-6 teams of teachers were assigned the duties to accomplish the task. The campaign will continue till Sept 30.
According to a handout No 197/13 dated 5-9-13 issued by the district government, the District Education Department had the admission target of 78,728 children, while 78,677 children had been admitted to schools so far. It further discloses that the EEC initiated on August 14 had the target of 2,927 children while 2,876 children were admitted to schools.
The enrolment raises the question that where a large number of students have been admitted whereas a large number of schools in rural and urban areas are without classrooms, electricity, boundary wall, drinking water and washrooms. Thousands of children in Punjab are being enrolled in roofless schools. On the other hand, the Punjab government has been patronising Danish School System by incurring billions of rupees on them.
People say that the amount equal to the construction cost of a Danish School building and other expenditures per student could provide missing facilities in the total government schools of the district. Experts are of the view that the government should provide technical education to 16-year-old students instead of forcing them to join schools.The news.
